flake: inputs: remove flake-utils

You don't need it.

This commit supercedes
<https://github.com/mitchellh/zig-overlay/pull/60>,
which copies a function from `flake-utils`.

Instead of using this (arguably bad) abstraction,
introduce `eachSystem` and `pkgsFor`.
